What European cities are preparing, how far along it is, what it is expected to cost and when the market will be engaged. Published on equal terms to everyone.
One vocabulary is used across the whole pipeline, so that a project in Porto and a project in Chisinau can be compared. The stage says what is true of a project today, not what the city hopes for it.

An intervention logic exists: what would be built or changed, and for whom. Not yet costed.

Funding Preparation
A funding route has been chosen and an application or financing case is being prepared.

Financing is confirmed in whole or in part. The project will proceed.

The city is engaging the market openly to test requirements, capability and cost before drafting tender documents.

Specifications, award criteria and contract structure are being drafted. Market dialogue is closed.

Procurement
A formal procedure is open or about to open under EU or national procurement law.

Contract awarded. The project is being delivered.
