Questions
No. Membership gives earlier and fuller information about projects in preparation, on identical terms to every other member. It confers no advantage in any procurement procedure, and any attempt to use it that way is a breach of the member code of conduct.
No. ESCA does not introduce suppliers to authorities and does not pass on commercial approaches. Where a city has published a contact route, it is on the project page and is the same for everyone.
An industry member subscribes to the network and its information. A strategic partner has a multi-year, published mandate covering a defined programme of work. Both are published, including the scope and the limits of the partnership, and neither confers a role in ESCA governance or in project assessment.
Openly. Consultations are published in advance, open to any supplier whether or not they are an ESCA member, recorded, and the questions and answers are published. Private conversations about a live project do not happen, because they would taint the subsequent procedure.
Cities get more capable responses and better prices when the market has time to prepare. Suppliers get a planning horizon. Both outcomes depend on the information being public rather than sold, which is why the core of the pipeline is not behind a paywall.
Industry membership
Membership gives earlier and fuller sight of the pipeline, participation in working groups where requirements are discussed openly, and the Intelligence service. It gives no advantage in any procurement.
