The binding constraint

Allocation is rarely the problem. Absorption is.

Across candidate countries, the pattern repeats. Instruments are available. National frameworks are being aligned. And conversion of allocations into delivered contracts varies enormously between municipalities operating under identical rules.

The difference is capacity at municipal level. A city with a permanent, trained procurement function converts. A city that hires a consultant for each procedure does not, because the capacity leaves when the consultant does, and the next procedure starts from zero.

Three functions decide the outcome: procurement, financial control and project preparation. Everything else in this programme exists to support those three.

Sector work and administrative capacity are run together, not separately. A water programme that does not build the procurement capacity to buy it is a study, not a project.

Building a procurement function that can run a compliant competitive procedure without external rescue. This is the single most common point of failure.

Consolidating services, identity and case records, with a retirement plan for the legacy systems rather than a wrapper around them.

Energy

Municipal energy planning, district heating, public building performance and the first structured energy programmes.

Water

Network rehabilitation, metering, loss reduction and the tariff and governance questions that follow.

Waste

Separate collection, treatment capacity and contract structures that pay for sorted output rather than collected tonnage.

Urban Mobility

Mobility data baselines and planning capacity before infrastructure commitments are made.

Cybersecurity

Municipal cyber resilience and the obligations that will apply on alignment with the EU framework.

Climate Resilience

Risk assessment, adaptation sequencing and civil protection planning.

Treating capacity as infrastructure: permanent functions, retained skills, and processes that survive an election.

Building a shelf of prepared projects, so that when a window opens there is something ready to submit.

    The fastest route, and the one that requires least of the administration. Describe the problem; ESCA responds with which instruments could apply and what the city would need to be able to evidence.
