What happens next

A project officer reads it. Not a form-handling queue. Someone who has structured comparable projects.
You get a structuring note. Which EU instruments could apply, what evidence would be needed, and what the realistic route to procurement looks like.
You decide what to do with it. Publishing the challenge, entering the Accelerator or doing nothing are all acceptable outcomes.

Publication is your decision

Nothing is published without the authority's confirmation. A challenge can be assessed privately and stay private. Published challenges attract comparable cases and market capacity early, which is why most cities eventually publish, but the choice is yours and it is reversible.

This is not a procurement

Submitting a challenge starts no procedure and creates no obligation. Suppliers who respond to a published challenge acquire no position in any future tender, and ESCA does not introduce suppliers to authorities.
