The challenge
Separate collection rates are below the level required to meet the municipal recycling targets that apply from the end of the decade.
The project
Collection point rebuild, a sorting facility sized to the catchment, and a change to the collection contract structure so that the operator is paid on sorted output rather than on tonnage collected.
