What the pipeline counts
Projects that a public authority has published or confirmed to ESCA. It does not count announcements, strategies or political commitments.
What the totals mean
Aggregate investment figures are the sum of the estimated investment values that authorities have disclosed. Projects with no disclosed value are excluded from the sum and counted separately. The total is therefore a floor, not an estimate of the market.
What the pipeline is not
It is not a market forecast, it is not a complete census of European urban investment, and it is not a procurement notice service. Where a procedure is open, the official portal is the only valid channel.
Stage assignment
Stages are assigned from evidence provided by the authority and reviewed with the authority before publication. Where evidence is insufficient to distinguish between two stages, the earlier stage is used.
