Current situation

Departments run separate systems procured over two decades. A resident case that touches two departments is re-entered by hand, and the city cannot report on end-to-end handling time for anything.

What the city is trying to reach

An integration layer and a shared case record, without a single-vendor rebuild.

Urban Digital Twin Platform

A city-scale digital twin joining the cadastre, the transport model, the district heating network and building energy performance data in one governed environment. The platform is intended to support scenario testing before capital decisions, not visualisation for its own sake. Procurement is expected to be split into a data layer and an application layer.
