About the Outlook
The Outlook reports on the state of urban project preparation across the European Union and candidate countries. It is compiled from the ESCA project pipeline, published funding data and structured interviews with city administrations.
What it covers
Sector-by-sector reading of what cities are preparing. Where funding is available against where projects are ready. The gap between announced ambition and prepared pipeline, which is the number that predicts delivery.
Method
Every figure states its basis. Where the pipeline is not representative of a country or sector, the report says so rather than extrapolating.
