The constraint that shaped everything

Tenants stayed in place. That single decision determined the construction method, the sequencing, the contract structure and the price.

What it cost

Prefabrication and out-of-hours working carry a premium. The city took the view that the cost of temporary rehousing, both financial and social, was higher.

The part most cities get wrong

Ventilation. Envelope improvement without a ventilation upgrade produces a warmer building with worse air. The programme treated the two as one deliverable.
