Current situation

Cycling volumes drop sharply once snow clearance begins, because cycle routes are cleared after roads and the cleared snow is deposited on them. The infrastructure exists; the winter operating model does not.

What the city is trying to reach

A winter maintenance model that keeps a defined priority cycle network usable, with measured usage to show whether it works.
