Public buildings cost more to heat every year and nobody knows which ones
Current situation
The municipality pays energy bills for roughly two hundred buildings from a single budget line. There is no per-building consumption record, no floor area register that matches the billing accounts, and no way to tell a badly insulated school from a badly operated one.
What the city is trying to reach
A per-building consumption baseline, a ranked list of buildings by cost per square metre, and a defensible first tranche for renovation.
